Token-2022 accounts and what changes

Token-2022 introduces extensions that affect how accounts can be closed.
Token-2022 is a separate program with the same core account model plus extensions such as transfer fees, interest bearing balances and non-transferable tokens. Cleanup tooling must detect the owning program per account, use the matching program id for close and burn instructions, and treat accounts with unsupported extensions as protected rather than guessing.
